Tabares was born in Little Village, Chicago, Illinois, United States. She attended the University of Illinois at Chicago, where she earned a Bachelor of Arts degree in Political Science. She also earned a Master of Public Administration degree from the University of Illinois at Chicago. Tabares has been involved in politics since she was a teenager. She was a member of the Little Village Community Council and the Little Village Chamber of Commerce. She was also a member of the Illinois State Senate from 2003 to 2011. Tabares is married to her husband, Juan Carlos, and they have two children. She is a member of the Democratic Party and is a strong advocate for education reform, economic development, and public safety. She is also a strong supporter of the LGBT community.
