Sotto is a graduate of the University of the Philippines Diliman, where he earned a degree in Political Science. He is also a member of the Philippine National Police Academy. Sotto is an active member of the Liberal Party of the Philippines and has served as a member of the House of Representatives from 2007 to 2013. He was also a member of the Quezon City Council from 2013 to 2016. Sotto is also an actor and has appeared in several films and television shows. He is also the vocalist of the band "The Sotto Brothers". Sotto is married to actress and television host Maricel Soriano and they have two children. Sotto ran and placed a bid together with his running mate, Joy Belmonte in the 2019 Philippine general election and was elected as Vice Mayor of Quezon City defeating his opponents & fellow television personalities Roderick Paulate and Jopet Sison on a wide margin in a three-way race of notable candidates. He officially took office and began his term on June 30, 2019, Sotto often serves as acting mayor of the city at times Belmonte was absent.
In 2010, Sotto was elected as city councilor from the 3rd District of Quezon City and served as a member of Quezon City Council until 2019.

Sotto was born on March 26, 1978 to Senate President Tito Sotto and actress Helen Gamboa. Belonging to the Sotto family of Philippine entertainment and politics, he is a grandson of former Senator Vicente Sotto. He is also the nephew of actor and television personality Vic Sotto, making him a cousin of actor Oyo Sotto and Pasig Mayor Vico Sotto.
